Or, as mentioned above, the third one was for himself, and the portable was made later for Gray Mann.
-he is never explicitly said to have died, and very well could still be alive.
-He says ‘we’ and Engineer is said to have ‘disappeared off the face of the map.’ Alternatively, we is something like an army of Mechaengineers or Respawn type clones/some other army.
-Also, there’s a possibility that heavy exposure to Australium warps people, given what happened to Radigan. This is pure speculation. However, it would make for an interesting game mode–get too much Australium and you basically turn into something like The Hulk for a period of time, or an arc where Australium warps the Mercenaries and they begin betraying each other.

Actually, I think you’re right. Someone just pointed out that the villagers look familiar—-they’re reskinned mercenaries. In fact, there’s a Scout just behind her (with his arm accidentally in an awkward place ….) and a Heavy just on the other side of her.

Actually, I’m glad you pointed this out OP.
While everyone is mostly familiar with the three wise monkeys, there’s actually sometimes a fourth one in the mix, Shizaru, which symbolizes ‘do no evil’. This monkey is shown with his arms crossed or with his hands covering his genitals.
So Valve wasn’t just doing that with Soldier to be dirty/silly, they were actually having him represent the lesser known fourth monkey in these monkeys of principle.
